Meghalaya Government has notified its Electric Vehicle Policy 2026, replacing its earlier 2021 policy with a fresh three-year plan to increase EV adoption. The new framework combines buyer incentives, tax relief, old-vehicle scrappage benefits and a push for charging infrastructure.

The policy comes at a useful time. Meghalaya had around 6.53 lakh registered vehicles in June 2026, but only a little over 2,500 were electric. Like Delhi EV Policy, the Meghalaya state now wants EVs to become a more practical choice for personal travel, commercial fleets, tourism, public transport and last-mile services as per press release.

What buyers can get

Eligible electric two-wheelers, three-wheelers and four-wheelers can receive purchase incentives, subject to vehicle limits, price rules and available funds. Benefits will be offered on a first-come, first-served basis.

For electric four-wheelers with an ex-factory price of up to Rs. 35 lakh, private buyers can receive Rs. 25,000, while commercial buyers can get Rs. 50,000. The policy has a cap of 3,000 vehicles in each of these categories. Electric two-wheelers priced up to Rs. 1.75 lakh and commercial e-autos or goods carriers are also covered under separate category limits.

Eligible EVs registered in Meghalaya during the policy period will also receive exemptions on motor vehicle tax and registration fees, subject to Transport Department conditions. That can make the initial purchase less expensive than it appears from the showroom price alone.

Extra support for replacing old vehicles

The policy also connects EV buying with vehicle scrappage. A Meghalaya owner who scraps an eligible BS-IV or older vehicle at an authorized facility can receive an additional benefit when buying a new EV.

The scrappage incentive goes up to Rs. 2 lakh for eligible commercial electric four-wheelers. Private electric car buyers can receive Rs. 50,000, while benefits are also set aside for electric two-wheelers and three-wheelers. This approach can help remove older, more polluting vehicles from the road while encouraging a switch to electric mobility.

Chargers will decide the real impact

Purchase incentives attract attention, but charging access will determine whether more people make the switch. The policy calls for public charging stations and battery-swapping facilities across Meghalaya, with the Transport Department coordinating with power, tourism, urban affairs and other agencies.

This is especially relevant for taxi operators, tourist vehicles and people travelling beyond Shillong. A buyer may be comfortable charging an e-scooter at home, but an electric car owner needs reliable charging points on regular routes.
