India has taken a regulatory step towards allowing E100 ethanol fuel in vehicles designed for high-ethanol blends. The Ministry of Road Transport and Highways amended vehicle rules to include E100 alongside E85 in emissions certification.

That does not mean drivers can use E100 in any petrol car, or that the fuel is now widely available at Indian pumps. The change applies only to vehicles specifically designed and certified for it.

What is E100 fuel?

The “E” in E100 refers to ethanol, and the number indicates its share in the fuel. E100 is used to mean fuel made up of ethanol rather than a petrol-ethanol blend. In Brazil, the retail fuel commonly called E100 is hydrous ethanol, which contains a small amount of water left from production.

Flex-fuel vehicles are built to run on different petrol and ethanol mixtures. Their fuel systems and engine controls are designed to handle those blends. A regular petrol car, including one made for E20, should not be filled with E100 unless its manufacturer specifically certifies it for that fuel.

India’s rule change gives vehicle makers a clearer path to certify E100-capable models. It does not, on its own, create a network of E100 pumps or require existing car owners to modify their vehicles.

How successful has E100 been?

Brazil is the strongest example of E100 use at scale. The country has offered drivers a choice between petrol containing ethanol and hydrous ethanol at fuel stations for years. Flex-fuel cars are common there, supported by domestic ethanol production and an established supply network. The International Energy Agency traces Brazil’s use of hydrous ethanol in flex-fuel vehicles back to 2003.

This success has depended on more than the vehicle technology. Drivers need compatible cars, reliable fuel supply and a price that makes sense. Ethanol also contains less energy per litre than petrol, so a car may travel fewer kilometres on the same volume of fuel. The overall climate impact depends in part on how the ethanol is produced.

How many countries use E100?

There is no single reliable global count of countries with widespread E100 availability. Brazil is clearly the leading example. Paraguay also has fuel standards that cover hydrous ethanol for flex-fuel vehicles, though its market is much smaller.

The United States is often mentioned in discussions about flex-fuel vehicles, but its common high-ethanol option is E85, not E100. India has now updated its rules, but that is a regulatory step; broad vehicle and pump availability will take time to establish.

What comes next in India?

For Indian drivers, the immediate change is limited, E100 is for future or existing vehicles only if they are designed and certified for it. The rule could encourage manufacturers to develop more flex-fuel models and may create another domestic market for ethanol. But adoption will depend on vehicle launches, fuel availability, price and clear guidance for motorists.

Key takeaways

India has recognized E100 in its vehicle rules for certified flex-fuel vehicles. Brazil shows that the fuel can work at scale when cars, supply and pricing support it. Paraguay also has standards for hydrous ethanol, while the US mainly uses E85. The new Indian rule does not make E100 suitable for ordinary petrol or E20 vehicles.

India’s energy needs are rising every year, and the country still depends heavily on imported crude oil and gas. This makes global price shocks, shipping risks and geopolitical tensions a serious concern for the economy.

To reduce this pressure, the Union Cabinet has reportedly approved the Rs. 84,084 crore “Samudra Manthan” scheme, formally linked with the National Offshore Exploration Scheme. The plan is aimed at pushing deepwater and ultra-deepwater oil and gas exploration in Indian offshore areas.

Through this scheme, India wants to search deeper under its seas, find more domestic oil and gas reserves, attract global energy companies, and reduce import dependence over the long term.

What is the Samudra Manthan scheme

Samudra Manthan is a large offshore exploration push for oil and gas.

Offshore exploration means searching for hydrocarbons under the seabed. These resources may be in shallow water, deepwater or ultra-deepwater areas. Deepwater exploration is harder and costlier because companies need advanced ships, rigs, seismic surveys, drilling technology and strong risk-taking capacity.

According to reports, the scheme has been approved with a total outlay of Rs. 84,084 crore. It is expected to run over five years and support large-scale offshore exploration work, including seismic surveys, drilling and shared offshore infrastructure.

In simple words, India is preparing to invest serious money to understand what lies under its seas and whether those resources can be developed commercially.

Why India needs this scheme now

India imports a major part of its crude oil requirement. This makes the country vulnerable when global oil prices rise or when supply routes face disruption.

For a normal household, this can show up as higher petrol, diesel, LPG or transport costs. For the government, it can widen the import bill and put pressure on the rupee. For businesses, it can increase logistics, power and production costs.

The Middle East remains an important energy region, and any instability there can affect global oil markets. This is one reason India is trying to strengthen domestic energy security.

Samudra Manthan is part of that larger thinking. Even if India cannot become fully self-reliant in oil and gas quickly, every additional domestic discovery can reduce pressure.

What the government wants to achieve

The main aim is to increase domestic oil and gas exploration, especially in offshore basins that have not been studied enough.

Reports suggest the scheme may target reserve addition of more than 600 million metric tonnes of oil equivalent. Oil equivalent is a common way to combine oil and gas resources into one measurement.

The programme is also expected to raise the pace of exploratory drilling. Earlier reporting on the mission suggested India wants to move from around 30 exploratory wells a year to nearly 100 wells annually over a five-year period, with a stronger focus on deepwater areas.

This matters because exploration is a numbers game. More surveys and more wells increase the chance of finding commercially useful reserves.

How offshore exploration works

Before a company drills in the sea, it first studies the geology of the area.

The first step is usually seismic surveying. Special ships send sound waves below the seabed and record the signals that bounce back. This helps geologists understand underground rock structures.

If the data looks promising, companies drill exploratory wells. These wells are drilled to check whether oil or gas is actually present.

If hydrocarbons are found, more testing is done. Only after that can a company decide whether commercial production makes sense.

This entire process can take years. It is expensive, risky and technically difficult. Many wells do not lead to commercial discoveries. That is why government support can help reduce risk for investors.

Why deepwater exploration is difficult

Deepwater oil and gas projects are not like drilling a simple well on land.

The water is deeper, weather risks are higher, equipment is expensive, and safety standards are strict. Companies also need advanced rigs, trained teams and global technical experience.

For example, drilling a deepwater well can cost much more than drilling onshore. If the well does not find commercial reserves, that money is still gone.

This is why India wants to attract global energy companies with deepwater experience. Companies such as ExxonMobil, BP, Shell, TotalEnergies, Chevron and others have worked on complex offshore projects in different parts of the world.

Indian public sector companies like ONGC and Oil India also play an important role, but deepwater exploration often benefits from international partnerships and technology sharing.

Future effects on India’s energy security

If Samudra Manthan succeeds, its biggest impact will be on energy security.

India may be able to add new domestic oil and gas reserves. This can reduce some import dependence and improve supply confidence.

It can also help India during global crises. If international prices rise sharply, domestic production can offer some cushion. It may not fully protect the economy, but it can reduce exposure.

Natural gas discoveries can also support India’s plan to increase gas use in the energy mix. Gas is used in power, fertilisers, city gas distribution, industries and transport.

Future effects on jobs and industry

A scheme of this size can support a large ecosystem beyond oil companies.

Offshore exploration needs survey vessels, rigs, engineering services, ports, logistics, subsea equipment, safety systems, data analytics, marine services and skilled workers.

This can create opportunities for Indian companies in manufacturing, ship services, drilling support, software, data interpretation and engineering.

For example, a company that makes offshore valves, cables, sensors or control systems may benefit if more exploration projects begin. Ports and coastal service providers may also see more work.

The scheme can also help skilled workers such as geologists, petroleum engineers, marine engineers, data scientists, rig workers and safety professionals.

What it means for private companies

India has been trying to bring more private and foreign participation into exploration.

The reason is simple. Exploration needs money and risk appetite. Public sector companies cannot carry the entire burden alone.

Samudra Manthan may encourage private companies by reducing some early-stage risk and creating better infrastructure. If the government supports seismic data, shared facilities or policy clarity, investors may feel more confident.

However, private players will still look closely at commercial terms, pricing freedom, approvals, taxes, environmental rules and contract stability.

Competitors and global context

India is not alone in trying to secure energy resources.

Countries like China, Brazil, the US, Norway, Guyana and several Gulf nations are active in offshore oil and gas. Brazil and Guyana, in particular, have shown how major offshore discoveries can change a country’s energy profile.

India’s challenge is different. It has large energy demand but limited domestic production compared with its needs. That makes offshore exploration important, but also urgent.

At the same time, India is also investing in renewables, green hydrogen, ethanol blending and electric mobility. Samudra Manthan does not replace clean energy. It works alongside it because India’s energy transition will take time.

Challenges to watch

The scheme is ambitious, but success is not guaranteed.

The first challenge is geological risk. Even after expensive surveys, drilling may not find commercial oil or gas.

The second challenge is cost. Deepwater exploration needs large capital and long timelines.

The third challenge is environment and safety. Offshore drilling must follow strict standards to avoid accidents and protect marine ecosystems.

The fourth challenge is execution speed. Approvals, contracting, rig availability and coordination between agencies can slow projects if not managed well.

The fifth challenge is global energy transition. Investors will compare oil and gas projects with cleaner energy opportunities. India will need to balance energy security with climate goals.

Conclusion with key takeaways

The Rs. 84,084 crore Samudra Manthan scheme is a major step in India’s attempt to strengthen domestic oil and gas exploration. Its focus on offshore, deepwater and ultra-deepwater areas shows that the government wants to unlock resources that have remained underexplored for years.

The scheme is needed because India’s energy demand is rising, while import dependence remains high. If it works well, it can improve energy security, attract investment, create jobs, support Indian industry and reduce some pressure from global oil shocks.

Still, this is a long-term bet. Offshore exploration takes time, money and patience. The real results will depend on discoveries, policy stability, technology partnerships and careful execution.

India’s clean mobility story is no longer only about electric vehicles. Flex-fuel vehicles have now entered the mainstream conversation, with Maruti Suzuki launching the Wagon R Flex Fuel and Hero MotoCorp introducing flex-fuel versions of the Splendor+ and HF Deluxe. This is an important shift because these are not luxury products or niche experiments. Wagon R, Splendor+ and HF Deluxe are familiar mass-market names. They are used by families, office-goers, delivery riders, small business owners and daily commuters across India.

The idea is simple. If cleaner fuel technology reaches everyday vehicles, the environmental impact can become much larger than a few premium launches. That is why this moment matters.

What are flex-fuel vehicles

A flex-fuel vehicle can run on different blends of petrol and ethanol. Ethanol is a biofuel usually made from crops and biomass such as sugarcane, maize and other agricultural sources. In India’s case, the big talking point is E85, which means fuel with up to 85 percent ethanol blended with petrol. Maruti Suzuki says its Wagon R Flex Fuel can work with blends from E20 to E100, though it is homologated around the E85 framework under current rules. Hero’s new flex-fuel motorcycles support blends from E20 to E85.

For a regular buyer, this means the vehicle does not need only one fixed fuel type. It can adjust to different ethanol-petrol blends through engine and electronic control changes.

Maruti Suzuki Wagon R Flex Fuel – India’s first flex-fuel car

Maruti Suzuki launched the Wagon R Flex Fuel on June 4, 2026, in New Delhi. The company calls it India’s first flex-fuel car, and it has introduced the technology in one of its most popular family hatchbacks. This choice is smart. Wagon R is not an image-only model. It is a practical city car with wide recognition, especially among budget-conscious buyers. By putting flex-fuel technology in Wagon R, Maruti is testing the idea where India’s real car market lives.

The car has been engineered for ethanol-blended fuel compatibility. Its engine control unit can adjust to different fuel blends, which is important because ethanol behaves differently from petrol. The final customer response will depend on price, fuel availability, mileage, running cost and long-term reliability.

Hero MotoCorp’s flex-fuel motorcycles – Splendor+ and HF Deluxe

Hero MotoCorp unveiled the Splendor+ Flex Fuel and HF Deluxe Flex Fuel on June 3, 2026. These are India’s first flex-fuel motorcycles in the 100cc commuter segment. The HF Deluxe Flex Fuel has been reported at Rs. 72,792 ex-showroom Delhi, while the Splendor+ Flex Fuel is priced at Rs. 82,710 ex-showroom Delhi. The bikes are expected to be introduced first in Delhi and selected parts of Maharashtra in July 2026, followed by a wider rollout.

This is a major development because India is a two-wheeler country. Millions of people depend on commuter bikes for daily travel. If flex-fuel technology works well in this segment, it could reach more households than many expensive clean mobility options.

Why this matters for the environment

The environmental promise of flex fuel comes from replacing part of petrol with ethanol. Petrol is fossil fuel. Ethanol, when produced responsibly, can reduce dependence on crude oil and lower some emissions. The government has also linked ethanol adoption with energy security and farmer income. More ethanol demand can create a larger market for agricultural produce and biomass. That is why policymakers often describe this as a fuel, farming and environment story together.

There is another practical angle. India cannot depend on only one clean mobility solution. Electric vehicles are growing, but charging infrastructure, battery costs and range concerns still matter for many buyers. CNG is useful, but not available everywhere. Hybrids are efficient, but can be costly. Flex fuel gives India one more route.

The fuel station challenge

The biggest challenge is not just building flex-fuel vehicles. It is making the right fuel available. According to the Petroleum Ministry, the early plan is to roll out 50 to 100 flex-fuel-ready retail outlets in corridors such as Delhi-NCR and Mumbai-Pune-Nagpur. The plan is to expand this to nearly 500 outlets by December 2026 and about 5,000 outlets across major cities by the end of 2027.

This rollout will decide how quickly people adopt these vehicles. A buyer will not choose a flex-fuel car or bike only for the badge. They need confidence that E85 or suitable ethanol fuel will be available nearby, priced sensibly and dispensed safely.

A simple example explains this. If a rider buys a Splendor+ Flex Fuel in Delhi but travels regularly to a town where E85 is unavailable, the benefit becomes limited. Fuel availability must grow along with vehicle launches.

Competitors and market response

Maruti Suzuki and Hero MotoCorp have taken the first big mass-market step, but they will not be alone for long if the fuel ecosystem improves. Toyota has already shown flex-fuel hybrid prototypes in India, including the Innova Hycross-based concept. Honda has demonstrated flex-fuel motorcycle technology earlier. Other two-wheeler and carmakers such as TVS, Bajaj, Tata Motors, Mahindra, Hyundai and Kia may also study the market carefully before bringing similar products.

The competition will not be only about who launches first. It will be about who offers the best mix of price, mileage, service support, engine durability and fuel flexibility.

Future possibilities for India

Flex fuel can become especially useful in India’s smaller towns and rural regions if ethanol supply chains are built well. Farmers can benefit from stronger demand for ethanol feedstock, while consumers may get another fuel option. It may also support India’s goal of reducing crude oil imports. India imports a large share of its crude requirement, so even partial substitution with domestic ethanol can help at scale.

In the long run, we may see flex-fuel cars, bikes, hybrids and commercial vehicles. Fleet operators, taxi users and delivery networks could also explore the technology if running costs are attractive.

Still, flex fuel is not magic. Ethanol production must be sustainable. Water use, crop planning, food security, pricing and storage infrastructure need careful handling. The clean mobility future will work only if the full chain is managed responsibly.

Conclusion with key takeaways

Maruti Suzuki and Hero MotoCorp’s flex-fuel launches mark a serious new chapter for India’s transport sector. By choosing mass-market models like Wagon R, Splendor+ and HF Deluxe, both companies are taking cleaner fuel technology closer to everyday users.
