The Uttar Pradesh government has proposed free bus travel for women aged above 60 years in roadways buses. The move has been supported through a Rs. 100 crore provision in the first supplementary budget for 2026-27 to reimburse the Uttar Pradesh State Road Transport Corporation, or UPSRTC.

At first glance, free bus travel may look like a small welfare measure. But for many elderly women, especially from low-income families, even a bus fare can decide whether they visit a doctor, attend a family function, go to a bank, reach a government office or travel for religious needs.

This is why the proposal matters. It is not only about transport. It is about dignity, independence and access.

What the UP Budget has proposed

In the first supplementary budget for 2026-27, the Uttar Pradesh government has made a provision of Rs. 100 crore for free travel for women aged 60 and above in UPSRTC buses.

The amount is meant to compensate UPSRTC for the revenue it may lose by carrying eligible senior women without charging fare.

The larger supplementary budget was worth Rs. 59,019.54 crore. It included allocations for several departments, including heavy and medium industries, rural development, energy, medical and health services, social welfare and women welfare.

The free bus travel proposal is also linked to a promise made earlier in the BJP’s Lok Kalyan Sankalp Patra.

Why this move was needed

Transport cost is a silent burden for poor families.

A woman living in a village may need to travel to a district hospital. Another may need to go to a pension office, bank branch or tehsil office. Someone else may want to visit her daughter or attend a family ceremony.

For families with limited income, these trips are often postponed because travel costs add up. If the woman needs an attendant, the cost becomes even higher.

Free bus travel can reduce this pressure. It can make essential travel easier for women who may not have personal income or control over household money.

How underprivileged women may benefit

The biggest benefit will be mobility.

Many elderly women in poor households depend on male family members for travel decisions. If the fare is free, they may find it easier to make necessary trips without feeling like a financial burden.

Healthcare access can improve. Older women often need regular check-ups, medicines, eye care, tests or treatment for chronic conditions. Free bus travel can help them visit hospitals and health centres more often.

Access to welfare services can also improve. Many government benefits require visits to banks, ration offices, pension offices or local administrative centres. Free travel can help women complete these tasks more easily.

Social connection is another benefit. Elderly women often feel isolated, especially widows or women whose children live in other towns. Free travel can help them visit family, religious places and community gatherings.

Why buses matter in Uttar Pradesh

Uttar Pradesh is a large state with a big rural and semi-urban population. For many people, UPSRTC buses are the most practical public transport option.

Not every village has easy train access. Private vehicles are costly. Auto-rickshaws and shared jeeps may not be suitable for longer distances. Buses often become the most affordable link between villages, towns and district centres.

That is why a bus fare waiver can have real impact, especially for older women who travel short and medium distances.

Impact on UPSRTC

Free travel schemes are helpful for citizens, but they also create financial pressure on transport corporations.

UPSRTC will need regular reimbursement from the government so that the scheme does not affect bus maintenance, staff payments or service quality.

The Rs. 100 crore provision is a beginning. Over time, the government may need to review actual usage and adjust funding.

If the number of eligible passengers is high, the cost may rise. Earlier reports had noted that UPSRTC had sought a larger allocation based on estimated demand.

Why this is more than a subsidy

A subsidy is usually discussed in money terms. But this scheme should also be seen as social support.

Older women often do unpaid work throughout their lives. Many have limited savings, no pension or little control over family income. Public transport support gives them a small but meaningful form of independence.

It also recognizes that mobility is part of welfare. A benefit is useful only when people can reach the place where they receive it.

For example, a health scheme means little if a woman cannot afford the bus ride to the hospital. A pension scheme becomes harder to access if she cannot travel to update bank documents.

Conclusion with key takeaways

The UP Budget proposal for free bus travel for women above 60 can become a practical welfare measure if implemented well. It can help elderly women travel for healthcare, family needs, official work, religious visits and social connection without worrying about fare.

The move will be most useful for underprivileged women who depend on public transport and have limited personal income. The real success will depend on simple rules, easy age verification, regular reimbursement to UPSRTC and respectful implementation on the ground.

Key takeaways –

PM-AJAY has crossed an important milestone. The scheme has benefited more than 47.59 lakh citizens and helped 16,759 villages become Adarsh Grams, according to the latest update from the Ministry of Social Justice and Empowerment.

PM-AJAY is Pradhan Mantri Anusuchit Jaati Abhyuday Yojana. It is a government scheme focused on the socio-economic development of Scheduled Caste communities. The work is not limited to one type of benefit. It covers village infrastructure, livelihood support, skill development and hostels for students.

In simple words, PM-AJAY tries to improve both daily life and long-term opportunity. A village may get better basic facilities. A family may get support for income generation. A student may get hostel accommodation to continue education.

What is PM-AJAY

PM-AJAY is a centrally sponsored scheme of the Ministry of Social Justice and Empowerment. It has been implemented since 2021-22.

The scheme brings together three major components.

The first is Adarsh Gram, which focuses on improving infrastructure and basic services in Scheduled Caste-dominated villages.

The second is grants-in-aid for district and state-level projects that support socio-economic betterment of SC communities. This can include skill development, employment-linked activities and income-generating work.

The third is hostel support, which helps create residential facilities for SC students, especially where distance or lack of accommodation affects education.

Why the scheme is needed

Development gaps are not always visible from a distance. A village may have roads but weak drainage. A child may want to study but may not have a hostel near a good school or college. A young person may want work but may not have skill training or support to start a small income activity.

PM-AJAY is designed to address these gaps in a focused way.

The scheme is especially important because it targets Scheduled Caste communities through village-level planning and local needs. Instead of only giving broad assistance, it tries to identify what a village or community actually lacks.

Latest progress

According to the latest government update, the Adarsh Gram component has covered 47,316 villages and benefited 47,59,399 citizens.

A total of 46,782 development works have been completed. These works can include local infrastructure and basic facilities needed to improve village life.

The government also said 24,133 Village Development Plans have been prepared. These plans are important because they help identify what each village needs instead of using the same template everywhere.

So far, 16,759 villages have been declared Adarsh Grams.

How Adarsh Gram helps villages

The Adarsh Gram component focuses on villages where Scheduled Caste population is 50 percent or more.

The idea is to improve basic development indicators. This may include better roads, drainage, drinking water, sanitation, street lighting, community assets, education-related facilities and other local needs.

A good village development plan can make a real difference. For example, if a village has poor internal roads, children may struggle during monsoon and farmers may face transport problems. If street lights are missing, safety becomes an issue. If drainage is poor, health problems increase.

Small infrastructure upgrades can change daily life more than people outside the village may realize.

Livelihood and skill benefits

PM-AJAY also works on poverty reduction through skill development and income-generating schemes.

This part matters because infrastructure alone is not enough. Families also need stable income.

Skill training can help young people get jobs or improve employability. Income-generating support can help families start small businesses, buy tools, improve self-employment or join local economic activities.

For example, a beneficiary may receive support linked to dairy, tailoring, repair work, small trade, agriculture-related activity or another local livelihood option depending on state plans and eligibility.

The aim is not only short-term help. The better goal is sustained earning.

Hostel support for students

Education is another major part of PM-AJAY.

The government has allocated Rs. 22.50 crore in central assistance for FY 2026-27 for three hostel projects, including two for girls. These hostels will provide accommodation for 750 students.

This is important because many students from rural or remote areas cannot continue education if they do not have a safe and affordable place to stay.

Girls’ hostels are especially important. In many families, parents may hesitate to send daughters far away for study unless proper accommodation is available.

A hostel can become the difference between dropping out and completing education.

Role of PM-AJAY portal and mobile app

The government has also moved PM-AJAY implementation toward digital monitoring through the PM-AJAY portal and AJAY mobile application.

This can help states submit action plans online, track works, monitor progress and improve transparency.

Digital systems do not solve every problem by themselves, but they can reduce paperwork, improve reporting and make it easier to check whether funds and works are moving as planned.

For a scheme spread across thousands of villages, monitoring is very important.

How beneficiaries are selected

Under income-generating schemes and skill development programmes, Scheduled Caste persons living below the poverty line are eligible.

For infrastructure work, villages with 50 percent or more SC population are eligible for grants.

Beneficiary selection follows government procedures and is generally linked with local institutions and state-level planning. Since implementation may vary by state, people should check local social welfare offices or official PM-AJAY channels for exact process details.

Why this scheme matters for inclusive growth

PM-AJAY is not only a welfare scheme. It is also a development scheme.

When a village gets basic facilities, the whole community benefits. When a young person gets skill training, the household gets a better chance at income. When a student gets hostel support, education becomes more reachable.

This is how inclusive growth works in real life. It is not only about big projects. It is also about whether a child can study, whether a family can earn, and whether a village has basic facilities.

Challenges ahead

The numbers are encouraging, but implementation will remain the real test.

Some villages may still need better planning. Some works may take longer because of land, tender or coordination issues. Skill programmes need to match actual job opportunities. Hostel projects need good maintenance and safety standards.

The scheme will work best if local people are involved in planning and monitoring. A village knows its own gaps better than anyone else.

Conclusion – Key takeaways

PM-AJAY has benefited 47.59 lakh people and helped 16,759 villages become Adarsh Grams. More than 46,782 development works have been completed, and 24,133 Village Development Plans have been prepared.

The scheme focuses on three connected goals – better village infrastructure, livelihood support and education through hostels.

Its purpose is simple but important – reduce socio-economic gaps for Scheduled Caste communities and create better opportunities at the village and household level.

Delhi’s women’s financial aid scheme has now got an official name – Delhi Lakshmi Yojana. The scheme was earlier discussed as Mahila Samriddhi Yojana, but the Delhi government has reportedly renamed it as Delhi Lakshmi Yojana.

Eligible women in Delhi will receive Rs. 2,500 per month as financial assistance. The government is expected to launch the scheme around Raksha Bandhan, with reports pointing to August 28, 2026 as the likely rollout date.

For many women, Rs. 2,500 may not look like a huge amount. But for a household managing rent, school fees, medicines, travel and groceries, a fixed monthly support can make daily life a little less tight.

What is Delhi Lakshmi Yojana

Delhi Lakshmi Yojana is a proposed monthly financial assistance scheme for eligible women in Delhi.

The scheme is expected to provide Rs. 2,500 per month through direct bank transfer. That means the money should go straight into the beneficiary’s bank account, reducing the chances of middlemen or cash handling issues.

It is being positioned as a women-focused welfare scheme, mainly for poor and needy women who meet the eligibility rules.

The full final guidelines are still awaited, so women should not depend only on WhatsApp forwards or local rumours. The final rules will matter.

Why the scheme has been introduced

The purpose of the scheme is to give women some direct financial support.

In many households, women manage daily expenses but may not always have independent income. A monthly amount in their own bank account can help with small but important needs.

It can support food expenses, children’s school items, local travel, medicines, mobile recharge, household essentials or savings.

The bigger idea is women’s economic confidence. When money comes directly to a woman’s account, it can give her more say in household decisions.

Who may be eligible

Final eligibility rules should be checked after the official notification. However, recent reports suggest the government may keep stricter rules to ensure the benefit reaches genuinely needy women.

Reported conditions may include long-term Delhi residence, income or wage limits, ration card linkage and no serious criminal background. Some reports also say families owning a four-wheeler may be excluded.

There may also be a family definition for eligibility, covering husband, wife, minor sons and unmarried daughters.

These details are important because welfare schemes often face two problems – genuine people being left out and ineligible people getting benefits. Clear eligibility rules can reduce both.

Documents women may need

The final document list is not officially complete yet, but applicants may need basic identity, residence and bank-related documents.

Likely documents may include Aadhaar card, voter ID, ration card, bank account details, residence proof, income proof, mobile number and passport-size photo.

If the scheme uses direct benefit transfer, the bank account should be active and linked properly. Women should also make sure their name, mobile number and address details match across documents as far as possible.

How it can help women in Delhi

The scheme can help in small but real ways.

A woman running a household may use the money for monthly ration gaps. A widow or single woman may use it for medicines. A mother may use it for school transport or tuition support. A working woman in a low-income job may use it for bus, metro or phone expenses.

The amount can also help women avoid small informal borrowings. Many low-income households borrow small sums at high cost for emergencies. A regular cash transfer can reduce that pressure.

It may also support women who want to start tiny home-based work, such as stitching, food preparation, beauty services or small reselling. Rs. 2,500 alone cannot build a business, but it can help buy basic material or cover phone and travel costs.

Why direct bank transfer matters

Direct transfer is important because it gives the beneficiary more control.

If money goes directly into a woman’s account, it becomes easier to track. It also reduces the risk of local-level leakage.

But this will work well only if accounts are active, banking access is easy and women know how to check transactions. The government may need help desks, camps and simple guidance for women who are not comfortable with digital banking.

Expected rollout and application process

The scheme is expected to be launched around August 28, 2026, though the final date should be confirmed through official Delhi government channels.

The application process may be online, offline or a mix of both. Delhi may use portals, local centres, camps or department offices to collect applications.

A smooth process will be important. If forms are too complicated, many eligible women may struggle. The government should ideally publish a simple checklist, helpline number and application tracking system.

Possible challenges

The first challenge is verification. Delhi has a large population, including migrants and people living in rented homes. Proving long-term residence may be difficult for some genuine applicants.

The second challenge is awareness. Many women may hear half-correct information before the official launch. This can lead to confusion and fake agents.

The third challenge is budget pressure. A monthly scheme for a large number of women needs steady funding. Payments should be regular, not delayed.

The fourth challenge is exclusion. If rules are too strict, some needy women may miss out. If rules are too loose, the scheme may become financially difficult to manage.

How women should prepare

Women who may be eligible should start by keeping basic documents ready. Check whether the bank account is active. Make sure Aadhaar, mobile number and bank details are correct.

Do not pay money to anyone promising guaranteed approval. Government welfare scheme applications should be done only through official channels or authorized centres.

Also wait for the official notification before submitting sensitive documents. Fake websites and agents often appear when a new scheme is announced.

Conclusion – Key takeaways

Delhi Lakshmi Yojana is expected to provide Rs. 2,500 per month to eligible women in Delhi. The scheme was earlier discussed as Mahila Samriddhi Yojana and has now reportedly been renamed.

If implemented well, it can help women with household expenses, personal needs, small savings and financial confidence. The direct bank transfer model can make the support cleaner and easier to track.

The final impact will depend on clear eligibility rules, easy applications, regular payments and strong protection against fake agents. For now, women should keep documents ready and wait for the official launch guidelines.

The Central Government has announced an allocation of Rs. 95,692 crore for the VB-G RAM G scheme, a new rural employment and livelihood programme that is set to replace MGNREGA from July 1, 2026.

VB-G RAM G stands for Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission Gramin. In simple words, it is a rural jobs scheme that aims to provide wage work to rural households while also creating useful village-level assets such as water conservation structures, rural roads, farm support works and local infrastructure.

The scheme is one of the biggest changes in India’s rural employment system in nearly two decades. MGNREGA had guaranteed 100 days of wage employment to rural households. VB-G RAM G raises that guarantee to 125 days, while also changing how funds, planning and monitoring may work.

What is VB-G RAM G scheme

VB-G RAM G is the new rural employment guarantee framework introduced under the Viksit Bharat vision. Its main purpose is to provide work and livelihood support to rural families while linking that work with long-term village development.

The scheme is expected to focus on employment, rural assets, livelihood security and better planning at the gram panchayat level.

For example, if a village needs pond restoration, rural road repair or water harvesting work, local workers can get paid employment while the village also gets a useful asset. This is similar in spirit to earlier rural employment work, but the new scheme adds a broader development and livelihood angle.

Why Rs. 95,692 crore allocation matters

The Rs. 95,692 crore allocation is large because rural employment schemes directly affect millions of families. For many rural workers, such schemes are not just government programmes. They act as a safety net during lean farming months, local job shortages or income stress.

According to reports, Rural Development Minister Shivraj Singh Chouhan held discussions with state officials in June 2026 for smooth implementation of the scheme from July 1. The Centre also announced state-wise allocations from the FY27 outlay.

This matters because rural employment schemes are implemented on the ground by states, districts and gram panchayats. If the Centre and states do not coordinate properly, workers may face delays in job demand, work approval or wage payment.

How it is different from MGNREGA

MGNREGA had become one of India’s most recognized rural welfare schemes after it was enacted in 2005. It promised 100 days of wage employment per rural household whose adult members were willing to do unskilled manual work.

VB-G RAM G increases the employment guarantee to 125 days per household in a financial year. Reports also say the scheme aims to improve wage payment timelines and strengthen digital monitoring.

The new framework is also expected to put more focus on village-level development plans, durable rural assets and convergence with other rural schemes. Convergence means different government schemes working together instead of running separately.

For example, a water conservation project may support farming, reduce migration, improve groundwater and give wage employment at the same time. That is the kind of multi-use rural work the scheme may try to promote.

Important updates for workers

For rural workers, the biggest update is the increase in guaranteed employment from 100 days to 125 days.

If implemented well, this can mean more work availability in villages and better income support for households that depend on seasonal labour.

Another important point is wage payment. Earlier, delays in wage payments were a common concern under MGNREGA in many states. The new scheme is being presented with a promise of smoother and faster payment systems.

Workers should also watch how job cards, registration and demand for work are handled under the new system. States may issue implementation rules and local instructions as the scheme begins.

Role of States and Gram Panchayats

The success of VB-G RAM G will depend heavily on states and gram panchayats.

The Centre can allocate money and set the broad rules, but actual work happens in villages. Local bodies need to identify useful projects, register workers, maintain records, supervise work and ensure payment.

Reports say several states and Union Territories had notified the scheme ahead of its July 1 rollout. This is important because notification is the formal step that allows implementation to begin at the state level.

Punjab’s decision to implement the scheme after earlier opposition also shows how politically sensitive the transition from MGNREGA to VB-G RAM G has been.

Why the scheme is being watched closely

This scheme will be watched for two reasons.

First, it affects rural income. If work is available on time and wages are paid quickly, it can support poor and lower-income rural households.

Second, it changes a well-known welfare system. MGNREGA had a long history, and any replacement naturally raises questions. Opposition parties and policy experts have raised concerns about funding design, state burden and whether the new model will protect demand-based employment in practice.

The government’s view is different. It has presented VB-G RAM G as a modern rural development mission that offers more work days and stronger village planning.

The real test will come after rollout. Workers will judge the scheme by simple things – whether they get work, whether they get wages on time, and whether the work created actually helps the village.

Possible impact on rural economy

A scheme of this size can support the rural economy in many ways.

When workers receive wages, they spend on food, transport, school needs, medicines and household goods. This money circulates in local markets. Small shopkeepers, farmers, transporters and local service providers can also benefit.

The second impact comes through assets. If the scheme builds better ponds, check dams, rural paths, drainage, farm bunds or local facilities, it can improve productivity over time.

For example, a water harvesting structure may help farmers during dry months. A repaired village road may reduce travel time. A cleaned pond may support livestock and irrigation. These are not flashy projects, but they matter deeply in rural life.

Challenges ahead

The first challenge is smooth transition from MGNREGA. Millions of workers, job cards, pending works and payment systems are linked to the older framework. Moving all of this into a new scheme needs careful management.

The second challenge is funding clarity. States will need to understand their role, contribution and responsibility for spending beyond allocations.

The third challenge is transparency. Rural employment schemes can face problems such as fake attendance, poor-quality work, delayed payments and weak monitoring. Technology can help, but it should not make access harder for genuine workers.

The fourth challenge is local awareness. Workers should know how to demand work, where to register complaints and how wages will be paid.

Conclusion with key takeaways

The Rs. 95,692 crore allocation under VB-G RAM G marks a major shift in India’s rural employment policy. The scheme promises 125 days of wage employment and a stronger focus on village development, but its real value will depend on timely implementation.

Key takeaways

The Centre has allocated Rs. 95,692 crore for VB-G RAM G.

The scheme is set to replace MGNREGA from July 1, 2026.

It promises 125 days of wage employment per rural household.

The scheme focuses on jobs, livelihood support and durable rural assets.

States and gram panchayats will play a key role in implementation.
