<p>India’s electric vehicle market is growing, but charging still remains one of the biggest concerns for buyers. Many people like the idea of an electric scooter, car, bus or three-wheeler, but before buying, they ask one simple question &#8211; will I find a charger when I need it?</p>
<p>To address this, the government has allocated Rs. 2,000 crore under the <strong>PM E-DRIVE</strong> Scheme for the deployment of Electric Vehicle Public Charging Stations, or EVPCS, across India.</p>
<p>This is not a state-specific allocation. The scheme is being implemented on a pan-India basis. That means the charging infrastructure push is meant to support EV adoption across the country, including states like Assam and districts such as Cachar, where EV demand is also growing.</p>
<h2>What is PM E-DRIVE</h2>
<p>PM E-DRIVE stands for PM Electric Drive Revolution in Innovative Vehicle Enhancement.</p>
<p>The scheme has a total outlay of Rs. 10,900 crore and is being implemented from 1 April 2024. Its larger purpose is to support electric mobility in India through vehicle incentives, charging infrastructure, electric buses, electric trucks, e-ambulances and testing facility upgrades.</p>
<p>The scheme supports about 28.30 lakh electric vehicles, including electric two-wheelers, three-wheelers, e-trucks, e-buses and e-ambulances.</p>
<p>In simple words, PM E-DRIVE is not only about giving subsidies on EVs. It is also about building the support system that makes EVs easier to use in daily life.</p>
<h2>Why Rs. 2,000 crore for charging stations matters</h2>
<p>The Rs. 2,000 crore allocation for public charging stations is important because EV adoption cannot grow only by selling vehicles.</p>
<p>People need charging access at home, offices, markets, highways, bus depots and public places. Without enough chargers, even a good EV can feel risky for long-distance or high-use customers.</p>
<p>For example, an electric scooter user may manage with home charging. But an electric car owner travelling between cities needs reliable highway charging. A delivery fleet needs chargers near operating hubs. An e-bus operator needs charging at depots.</p>
<p>This is why public charging infrastructure is a basic requirement for India’s EV future.</p>
<h2>The Assam update</h2>
<p>As per the official update, 42,035 EVs had been sold in Assam under PM E-DRIVE as of 22 July 2026. This includes 8,003 EVs sold in Cachar district.</p>
<p>The update also says 40,009 EVs have been incentivized in Assam, with Rs. 99.10 crore reimbursed to OEMs.</p>
<p>OEMs are original equipment manufacturers. In this case, they are the vehicle makers that receive reimbursement from the government after giving upfront incentives to eligible EV buyers.</p>
<p>However, Assam has not yet submitted any proposal for deployment of EV public charging stations under PM E-DRIVE. The Ministry of Heavy Industries has also not carried out a separate assessment for Cachar district.</p>
<p>This detail matters because it shows one thing clearly: EV sales are happening, but charging proposals from states and agencies must also move faster.</p>
<h2>How this helps EV buyers</h2>
<p>The biggest benefit for EV buyers is confidence.</p>
<p>A strong charging network reduces range anxiety. Range anxiety means the fear that an EV may run out of charge before reaching a charger.</p>
<p>This fear is common among new buyers, especially people shifting from petrol or diesel vehicles. They are used to finding fuel stations easily. EV charging must become just as predictable.</p>
<p>If chargers are available in cities and along travel routes, more people may feel comfortable buying EVs.</p>
<p>A better charging network can also help people living in apartments or rented homes where private charging is not easy.</p>
<h2>How this helps public transport</h2>
<p>PM E-DRIVE also has a strong focus on electric buses.</p>
<p>The scheme has allocated Rs. 4,391 crore for deployment of 14,028 e-buses. Out of this, 13,800 e-buses have been allocated to seven large cities &#8211; Delhi, Bengaluru, Hyderabad, Mumbai, Ahmedabad, Pune and Surat.</p>
<p>Another 200 e-buses have been approved for the Union Territory of Jammu and Kashmir.</p>
<p>This matters because electric buses can reduce pollution in crowded cities. But buses need dependable charging systems at depots and route points. Without charging infrastructure, e-bus deployment cannot scale smoothly.</p>
<h2>Other EV schemes supporting the ecosystem</h2>
<p>PM E-DRIVE is part of a larger policy push.</p>
<p>Before this, the FAME India Phase-II Scheme ran from 1 April 2019 to 31 March 2024 with budgetary support of Rs. 11,500 crore. It supported around 16.72 lakh electric vehicles and helped deploy 5,297 electric buses as of 30 June 2026. It also had Rs. 912.50 crore allocated for EV public charging stations.</p>
<p>The government has also notified the PLI Auto Scheme with an outlay of Rs. 25,938 crore to support advanced automotive technology products, including EVs.</p>
<p>Another important scheme is the PLI scheme for Advanced Chemistry Cell battery storage, with an outlay of Rs. 18,100 crore. Its aim is to build a domestic manufacturing ecosystem for 50 GWh of ACC batteries.</p>
<p>Together, these schemes are trying to solve different parts of the EV puzzle &#8211; vehicles, batteries, manufacturing, buses and charging.</p>
<h2>Why this move was needed now</h2>
<p>India’s EV adoption has reached a stage where charging cannot remain an afterthought.</p>
<p>In the early phase, buyers accepted limited charging because EVs were new. Now, as more people use EVs for daily commuting, business, public transport and logistics, the pressure on infrastructure is rising.</p>
<p>A delivery rider cannot afford long charging delays. A taxi driver loses earnings if charging takes too much time. A bus operator needs fixed charging schedules. A family using an EV car for weekend travel needs reliable highway chargers.</p>
<p>The Rs. 2,000 crore allocation is needed because charging infrastructure directly affects real-world EV usage.</p>
<h2>Who will benefit</h2>
<p>EV buyers will benefit because charging access can become easier.</p>
<p>Fleet operators will benefit because delivery, taxi and logistics vehicles need regular charging.</p>

<h2>Government steps to reduce EV cost</h2>
<p>The government has also taken steps beyond charging infrastructure.</p>
<p>GST on electric vehicles and EV chargers has been reduced to 5 percent. Battery-operated vehicles are given green licence plates and are exempted from permit requirements. The Ministry of Road Transport and Highways has also advised states to waive road tax on EVs.</p>
<p>These steps help reduce the total cost of owning an EV.</p>
<p>For many buyers, the decision is not only about vehicle price. They also look at road tax, charging cost, maintenance cost and convenience. Policy support can make EVs more attractive.</p>
<h2>Challenges ahead</h2>
<p>The Rs. 2,000 crore allocation is useful, but execution will decide the real impact.</p>

<li>The first challenge is getting proposals from states and agencies on time. The Assam example shows that allocation exists, but local proposals are still needed.</li>
<li>The second challenge is charger location. Chargers must be placed where people actually need them &#8211; highways, markets, offices, bus depots, housing clusters and transport hubs.</li>
