TRAI is tightening India’s caller identity system again. As per the latest report, the telecom regulator has directed utilities, logistics companies and other non-BFSI, non-government organizations to use the 1601-series for service and transactional calls.

For normal phone users, this is a useful change. Many people avoid unknown numbers because spam and fraud calls have become too common. But sometimes an unknown call may be important. It could be about a courier delivery, electricity connection, gas booking, water supply update or service appointment.

The idea behind the new number series is simple. When a call comes from a verified 1601 number, users should be able to identify that it is not a random marketing pitch. It should be connected to a real service or transaction.

What TRAI has changed with 1601 series

The 1601-series is meant for service and transactional calls from sectors such as utilities and logistics. These are calls that are connected to something the customer has already used, booked, ordered or requested.

For example, if a courier company calls to confirm your delivery address, that can be a service call. If an electricity distribution company calls about an outage update or bill-related reminder, that can also fall under service communication.

This is different from a promotional call. A promotional call is made to sell something, such as a new plan, loan, insurance policy, broadband upgrade or shopping offer. Those calls are handled under a different series.

TRAI’s broader aim is to make useful calls easier to trust and spam calls easier to separate.

Why this matters for customers

Most Indians have faced this problem. The phone rings, the number looks unknown, and the caller says they are from a bank, courier company, electricity board or customer care team. The user has to guess whether it is genuine or a fraud attempt.

Scammers often take advantage of this confusion. They pretend to represent trusted companies and ask for OTPs, payment links, personal details or app downloads.

A dedicated number series cannot remove fraud overnight, but it gives users one extra clue. If service calls come from a verified series, people can be more careful with calls coming from random mobile numbers claiming to be official.

Still, users should not share OTPs, UPI PINs, passwords or card details on any call. A trusted number series helps with identification, but safe behaviour still matters.

1600 series – For BFSI and government service calls

The 1600-series is already being used for service and transactional calls by regulated financial entities and government bodies. TRAI has clarified that 1600xx numbers are meant for BFSI entities regulated by RBI, SEBI, IRDAI and PFRDA, along with government-to-citizen communication.

BFSI means banking, financial services and insurance. So this category can include banks, mutual funds, insurers, pension-related entities and other regulated financial companies.

Examples of 1600-series calls may include a bank calling about account activity, an insurer calling about a claim update, or a government department calling about a citizen service.

TRAI has also issued phased timelines for adoption by financial sector entities. The purpose is to move important service calls away from ordinary 10-digit numbers and make them more recognizable.

140 series – For promotional calls

The 140-series is for promotional and telemarketing calls. TRAI has clarified that companies from any sector can use 140xx numbers for promotional calls, but they must follow the telecom rules.

This is the series you may see when a company is trying to sell a product or service. It could be a credit card offer, a property pitch, a broadband plan, a health package, an investment product or a festive sale campaign.

The important part is that customers can block promotional calls through DND preferences. DND means Do Not Disturb. If a user has blocked promotional calls from a sector, they should not receive 140-series promotional calls from that blocked category.

So, in simple terms, 140 is for marketing. 1600 and 1601 are for service or transaction-related calls.

Normal 10-digit numbers – Still used, but trust is weaker

Most personal mobile numbers in India are 10-digit numbers. Many businesses have also used regular 10-digit mobile or landline numbers for customer calls in the past.

The problem is that these numbers are harder for customers to verify. A scammer can also call from a regular-looking number and pretend to be from a company.

That is why TRAI has been pushing special series for different types of commercial communication. The more important the call, the clearer the caller identity should be.

Over time, users may become more comfortable answering 1600 or 1601 calls for important service updates, while treating random unknown numbers with more caution.

Service call vs transactional call – Simple difference

A service call is usually linked to an existing customer relationship. For example, a logistics company calling to schedule delivery, a gas agency calling about booking status, or a utility provider calling about service maintenance.

A transactional call is more directly linked to a specific transaction or account activity. For example, a payment confirmation, delivery confirmation, booking update, or account-related alert.

Both are different from promotional calls because they are not meant to sell a new product. They are meant to complete, confirm or support something the customer has already done.

What businesses need to do

For utilities, logistics companies and other covered entities, the message is clear. Customer calls must move toward the correct verified series instead of being made casually from random numbers.

This may require coordination with telecom service providers, number allocation, internal system changes and customer awareness. Call centres may also need training so that promotional content is not mixed into service calls.

For example, if a courier company calls from a 1601 number to confirm delivery, the agent should not use the same call to sell a premium membership. That would blur the purpose of the number series.

This separation is important because customer trust depends on it.
